WISE orders their agent Twilight to investigate Desmond's plans to wage a war between two sides in the eastern country of Ostania. He takes on the role of psychiatrist Loid Forger and adopts the orphan Anya to have her enrol at the prestigious Eden College, where he will have access to the target. However, Anya is actually a telepath who can read other people's minds.
